Switching eSIM Between 2 iPhones with the Same Apple ID

I was browsing about the use of eSIM in iPhones, when I came across this and wonder if it's really possible. That is, no extra charge when we switch an eSIM between 2 iPhones with the same Apple ID.

Each time you switch from phone A to phone B, even with same apple ID, you will be charged activation fee by M1.
