System refuses to start, PSU problem? Any recommendations?

Light keeps flashing on and off, refuses to start into BIOS. I think its about time for my PSU (Seasonic X-Series 650W) to give up too.

Any suggestions on what to do?

Is there any fan spinning?? And did u tried to check is it other parts affecting like GPU?

No fans spinning, the light on the computer lights up, then off, then on again. Keeps repeating itself. A short in my PSU is what I suspect.
