Budget Suit tailor can probably be found if you Google or search trip advisor.. Most likely they will be of inferior quality though.

The good Shanghai tailors are established and not cheap.

You can go to the South Bund Fabric market.
We made a suit and a winter trench coat there.

They can deliver to your hotel.
They took 1.5 days to get them ready.
