Taiwan Railway e-booking app

Hi, I tried to create an account on the taiwan railway e-booking app, but unsuccessful. It keeps prompting me to key in correct ID number, Name and phone no. I used my singapore passport no. Full name and my singapore handphone no. Can anyone please share some experiences or guidelines here. I would like to buy a normal train ticket from Chiayi to Tainan, not the HSR ticket. Thanks and much appreciated.

I had not used this app for a long time. I can't remember if I ever registered and log in cos it is not login now when i launched the app. However, under 常用訂票人，my info is there (include passport no. and name). U can try 新增+ to add. So I assume one dun have to register and log in to buy a ticket.
