Yes but this says store liquid. Never mention about it being empty.

LAGs in containers with a capacity of more than 100 ml even if the content is less than 100 ml are also not permitted to be carried on and must be placed in the checked baggage.

This is where there’s some ambiguity.

if content is less than 100ml might also suggest empty, but they might mean there’s actually still something inside rather than totally empty

Can you quote which part says that?

because all seems to suggest as long as got something inside cap is 100ml.

but never talk about empty
