If possible get from airport in e departure zone as u will not get back full tax from department store as they charges a handling fee whereas airport does not levy e tax

According to this Chinese webby:
但據《日本經濟新聞》報導,新購入的免稅品限制不可在日本拆封,也就是無法在旅行途中使用,在購買後的30天內必須帶出日本,而且免稅店只限定店外也貼「Japan・Tax-Free Shop」標誌的店家

The product must remained sealed and not to be consumed/used during the stay in Japan.

So the "food" here should means the packaged food only? You will find out soon enough.

Japan's department stores ready for duty-free expansion- Nikkei Asian Review

"Buy here, consume elsewhere

Japanese tax authorities have long excluded consumables, such as sweets, rice wine and cosmetics, from duty-free eligibility because these items, once purchased, could still be consumed in Japan. Duty-free shops outside airports have mainly handled products such as appliances and cameras, on the condition they are used outside Japan.

Confectioneries and other perishables have long been popular souvenirs for tourists. The government has decided to include them as duty-free products, fearing the introduction of 8% sales tax in April, from the current 5%, could trigger a decline in purchases from foreign tourists. These products will be packaged with a special labels indicating they are for overseas consumption."
