There are 2 versions.
https://www.tesla.com/en_sg/roadster

Rocket

Invite Only

Air ready with seating for one. Features a multi-mode suction system paired with cold-gas thrusters positioned around the perimeter of the vehicle that support forward and upward acceleration as well as lateral rotational movement. So yes, it can fly.
Note: Not approved for public road use.

Thrust

Limited Release

Race ready with seating for two. Features a multi-mode suction system paired with cold-gas thrusters in the rear of the vehicle that propel Roadster from 0-100 in under 1 second.

U can look at the pricing. Affordable for the performance model. Even the “thrust“ version is affordable to many.

Would i call it flying ? Not really... unless your definition is for 5 seconds :o

More like a controlled burst of temporary flight and landing. :o

And the model that suppose to "fly" can only seat 1 o_O
