In the address field for billing, there is a "City" field, not the dropdown list one.

the dropdown list i chose Tokyo.

The "City" field is it 足立区?

If you failed a few times with the same gmail account/CC. Recommend you to create a new gmail, use another CC.

Your address/contact info shouldnt have any sg related info, if not will run into technical errors while ordering.

Good luck, vPost takes a really long time. My package arrived on 7/11 and i made the payment within an hour. The estimated arrival is 14 Nov 2013 - 19 Nov 2013. It's not even shipped out from Japan to Singapore yet.
