One thing that Cliff High mentioned is that the drones are now operating on auto mode with a leader drone to run tasks assigned to them. There is no incoming signal from their creator or mothership to instruct them.

If the leader gets taken down, the #2 in line will take over the leadership and continue with the mission.

This is the likely reason that the US Military is not able to confirm their identity as the former cannot detect any signal or communication to those drones. That is why the government say they do not know what these are.
