Tilting your wrist makes it better but just looking at the lug length and your wrist, its really too big.

I have a question: is it as long as the ends of the lugs do not exceed the edges of the wrist when looking at the watch "face-on", that the watch's size is still deemed "okay-sized" for the wearer?

It is one factor but not the sole determining factor. Things such as your overall body size, hand size, forearm size, muscularity etc matter. Some guys are lean so though they are big size they dont pack fats around the wrist.

As an example (howbeit tad extreme), Frank Zane, forner MrOlympia and only 1 of 3 to have beaten Arnold, he is 1.75m 84kg to 91kg and with a wrist size of 6.5inch. Just pure leaness. So that criteria is not the only one to determine if the watch dwarfs you or not. like someome mentioned camera lenses dont give a good closeup shot (lack of parallex) and a more distant shot would be more representative.

So slight overhang is ok if you feel from overall look it doesnt dwarf you.

Thinness of the piece counts too. That's why a thick pam is even more glaring if one has too thin a wrist

12.5mm; is it because the thicker the case, & the less-curved the lugs, the more the watch is "lifted" away from the edges of my wrists, i.e. more gaps there?
