Depends on the courier service that they use iirc. DHL, FedEx (must pay GST), EMS (no GST).

Normally EMS ok (No GST)
DHL , FedEx, UPS confirm kena with administrative charges ($10 iirc)
Singpost 50-50, some I kena some I siam
