Actually is quite normal in tiongland because large parts of the country is undeveloped and rural.

Most of these blue collar workers in tiongland are from those rural villages who come to the city for work, hence most have never seen technology or know how they work.

Thus you have cases like this, where the tiong aunty thought the moving words equals to the signboard moving and can just clean by putting the wiper on one spot LOL!
