this is factory packaged one.Yes likley mould.
Highly suspect it's from the dirty tongs, as it seems that small area is where the tongs likely make contact with picking up the bread (first when staff transfer it from kitchen to shelf, second when customer take from shelf, third when cashier pick it into package).
The tongs clasping area might has touched a dirty thing, for example
- the dirty horizontal bar the tongs hang on.
- a dirty kid's hand might have touched the tongs prior.
- a walking by customer may have sneezed and a small phlegm may have landed on the clasping part of the tongs.
Cannot be dirty fingers touch, as it would have a bigger mould area.
Well, I would tear away that small part and eat the remainder bread.
