Anything to tweak to improve performance or save cost?

AMD - Ryzen 5 1600 3.2GHz 6-Core Processor
Gigabyte - GA-AB350-GAMING 3 ATX AM4 Motherboard
Corsair - Vengeance LPX 16GB (2 x 8GB) DDR4-3200 Memory
Samsung - 850 EVO-Series 250GB 2.5" Solid State Drive
Gigabyte - Radeon RX 580 8GB AORUS XTR 8G Video Card
Cooler Master - 650W 80+ Bronze Certified Semi-Modular ATX Power Supply

i am on this spec as well..
i have not OC yet thou or update the bios..

So far PC holding well

my small problem of loading bios is due to my monitor which i have changed out.

How much did you paid? When did you buy?

What monitor are you using? 144hz?

I buy like 10days ago...$1500 like that. Tradepac
U can swap the case for cheaper one and go for gtx 1070

Monitor using dell S2318H I got from PC show

I like the look of p400 that's why. And also the led strip of Gaming 3 board

I not expert. I only get what I like within my budget

I do recommend changing the RX 580 since it sounds like a very expensive card. I feel an RX 580 should never cost anything more than 400 bucks to be honest. You can get a GTX 1060 6GB for lesser money and still keep up or out perform the RX 580 in most games.
