I live in punggol and I don't have issues with the smell. Maybe it's certain part of Punggol only but I'm near Oasis Terraces which should be quite near. Don't think it is as bad as some people make it out to be.

IMHO.
It depends on the location, wind direction and house facing direction.
Punggol can be divided into East and West.
If WWP is slightly affected, likely onwards to the West would be the same.
You are in Punggol East, which is why not much of an issue.

P.S. Seletar Airport will give more or less a good indication of the wind direction.
