Asrock X99WS-E/10G is saying that they've got dual 10G BASE-T LAN ports like what is used on server board "10 Times Faster with Dual Intel® 10G BASE-T LAN" is that true? That means my internet speed can be much better!?!

Ahaha, I wish! No..
Simply their 10G Lan ports are very useful if you transfer large files to a network, or several computers.. like in a server for example.

ahhh...that makes sense now, I was confused over how they can improve internet speed. So, I guess this is good for small networks at home or in a small office?

I would say a media center server, where anyone could access movies and other heavy content.
But I would say this would be also for workstations that work on heavy files from the network. Movie editing for example :D ahaha love movies ;)

General rule of thumb for networking stuff, if you dont know what something does or what its for, you most likely wont need it.

No use de lah.
You need
1) Cat 6a or Cat7 lan cable
2) You need router or switch to support 10Gbit
3) The other PC you are transferring to need to support 10Gbit
4) Your HDD and SSD will bottleneck and therefore will not be about to transfer files at 1GB/s maybe 300MB/s is more realistic. Current 1Gbit LAN lets you transfer at around 100MB/s liao.
5) Your Internet Speed will get 0% improvement. Current highest is 1Gbit but how many times do you get to download at 100MB/s?

TLDR
Marketing Gimmick don't waste your time and money not practical investment at current point of time.
