Throttle process CPU usage

How do we control/limit a process' CPU usage to certain level or percentage in Windows?

For example, this could be useful for some long-running but not urgent processing or calculation in the background, which needs not be completed ASAP.

Can we force a Windows program/app/executable to use only a certain number of CPU cores?

You can set the process priority, you can also search and read up CPU affinity for Windows.
