TouchID on App Store Issue

Been experiencing an issue with Touch ID verification when downloading an app. When i click download, pop asked me to enter password for app store as its required before enabling touch ID after iPhone restarts.

Thing is, i never restarted my phone! Anyone else facing this prob?

for the first time use of touch ID in app store u are required to key in password first. and for next and so on donwloads, u are not require to type in password
