Transfer app from iPhone to ipad

Hi edmwers,
Can anyone please guide me if there’s any way to transfer an app from my iPhone to my ipad?

The app is no longer available from App Store and also has been removed from purchased history.

I tried using iTunes to transfer but also can’t do that now.

The app is Xfplay.
