You can still get to Hakone Yumoto station. All trains to Hakone are running. However the Tozan railway has sections totally gone so it won't be repaired until next year. Lake Ashinoto is overflowing at the moment so no ferry services are available until it returns to normal water level. Many road sections around Hakone are closed so you will need to check for road closure information if you are driving. Apparently many of the normal tourists sites are still open - Tenzan onsen, the open air art museum, etc.

if you are going to hakone later in the month when most of the things are already normalised (except for the tozan railway), it might still be worth it if you plan carefully, especially if you include the travel from shinjuku?

Yea it includes.

But can I enjoy the five different rides like taking the cruise and the cable car? I am not sure the the actual naming terms of these rides. Been there once 2 years ago where I went on a ship ride across some lake and also sit the cable car...went to a "mountain" with fumes etc.

Best don't go yet. Let them clean up+volcano stabalize. Else also won't be able to get the full route experience. Like pay 50+ bucks get 30+ worth of exp nia.

Doing that route via day trip is not enjoyable anymore

It might be enjoyable a few years back when not so much tourists
But in recent years, even weekday everyone trying to go that route.
Every station needs queue and queue.
Rush and rush

Go Hakone should do ryokan stay. Enjoy onsen instead of just doing that route via day trip

With the Hakone Tozan Line Hakone-Yumoto - Gora down and being serviced by bus, is it still worth going?

Hard to say. For sure it will be choked and I am not sure if they will increase the bus frequency or not.

Does tozan bus accept icoca card?
No, take 1 ticket when u board the bus, when dropping see the number of your ticket display on the front board and put the ticket with the fare into the box accordingly.

Anyone taken replacement bus (due to Tozan Line being down) from Gora to Hakone -Yumoto?

Does the bus stop at all the stations that the train would originally stop at? ie Gora> Chokokunomori > Kowakidani > Miyanoshita etc etc..
