Just a suggestion, maybe you should go for RedHat certification since it will be of more value to you. After all, it's not all that different between the distro once you get the hang of it.
I don't think Singapore offer Ubuntu certification, but you can always try with Canonical @ Canonical to roll out independent Ubuntu Certified Professional certification for Ubuntu 10.04 LTS | Canonical
