"Unable to Activate" message during setup process

Hi,

Has anyone encountered this error "Unable to activate" error message while setting up the iphone?

It also says that "An update is required to activate your iPhone."

Contacted apple support and followed the recommended steps (e.g. https://support.apple.com/en-us/HT201407) but problem still persists. In the end, apple support said approach telco carrier cos it is due to carrier settings. But Im sure telco will said it is not their problem and how do they even update the carrier settings if they can't even go to the settings in iphone in the first place.

Any advice? should i bring it to apple store, will they entertain servicing request?

I think iphone now can activate using wifi without sim card if not wrong.
