ya... Using either one also cannot, need both in USB slots then can power up..

I seem to remember that the mouse may not be necessary for windows installation. Just the keyboard will do. If you need the mouse, pull out the keyboard and plug in the mouse.
can download windows 7 iso, make a thumbdrive bootable and install windows from thumbdrive?

Try with either a mouse or KB on one of the USB port.
2 ports [USB2.0] for external DVD-ROM?
You means 1port for data signal & another port for the power.
If so, you can try to use a external DC adaptor-to-USB 5v 0.5A type to connect as the another port.

SOLUTION.
No big issue here, as I'd gone through this scenerio before.
If you only had 2x USB 2.0, just use 1 Keyboard, while the other use it for ext. DVD rom or USB bootable drive.
Reading the windows 7 dvd doesn't requires you to plug in the auxilary power.
Installing steps simply just use TAB to scroll through the options.
Using USB 3.0 will OFTEN gives you that 'cant find the setup file from my DVD' error.
My ROM dun have DC adaptor... Only 2 USB cables.. Need both to power up
