if ipad(wifi only) and macbook can do it without texting... why make iphone user incurred such charges...
Or just tap "No" when prompted to setup iMessage.
You'll be disconnected from iMessage when you swap out SIM cards. So I suppose it wouldn't make a difference anyway if you hit no.

switched to Singtel. for the past >6 months.
I no longer get such charges when i swap sim card in china.
looks like M1 unethically charge customer knowing it's activation for imessage and facetime.
Deactivate iMessage before travel to avoid the sms roaming.
But yea its stupid to use sms to activate, especially those who use imessage regularly.
