CPU too old.

Your RAM DDR2 or DDR3?

Get a cheap dual-core Haswell... or actually with $400, you can get a i5 Skylake (Paid $400+ for my combo but that's because ITX)

try lower res in game options, eg 1280 x 720.
6850 if only 1gb vram, maybe alot of mem swapping in open world...

Hmmm... Your 945 meets the minimum specs, so think upgrade gpu alone should be okay. There are some examples on youtube of ppl playing High settings on a 945 + 7850.

Minimum
Windows 7/8/10 (64-bit OS required)
Intel Core i5-2300 2.8 GHz/AMD Phenom II X4 945 3.0 GHz or equivalent
8 GB RAM
30 GB free HDD space
NVIDIA GTX 550 Ti 2GB/AMD Radeon HD 7870 2GB or equivalent

Recommended
Windows 7/8/10 (64-bit OS required)
Intel Core i7 4790 3.6 GHz/AMD FX-9590 4.7 GHz or equivalent
8 GB RAM
30 GB free HDD space
NVIDIA GTX 780 3GB/AMD Radeon R9 290X 4GB or equivalent

I was playing Fallout 4 with i5 3470, 8GB and HD6850 before upgrading to GTX950.

I had to run everything at low/med 900p setting with 40~60fps.
Fps starts to plummet when entering areas with alot of building like cambridge, boston and bunker hill area.

you can try and put godrays to low or disable it, then the shadow quality and distance reduce to low, see if it helps.

Do the graphic card ram 1gb, 2gb or 4gb play a part on the fps?

Yes because all the textures are loaded in the graphic ram. Higher res textures take up more space.

That's why you'll never see 1gb gtx980ti.
