USA Appstore account

I need to download some apps for iphone/ipad but they are only available in the USA Store.
Any expert here can show me how to register for an USA App Store account from singapore or any other countries outside USA?

I'm currently using U.S. iTunes account and so far only AMEX cards issued by AMEX Singapore is accepted for payment.

For me i just go google random search the info they need then login.
