If your USD is already in a bank, and you can move it between banks easily via local USD cheque, probably CIMB's 1.22% (12m, 20k minimum) is the highest USD FD currently.

The Indian banks in Singapore seem to be offering the best U.S. dollar fixed deposit rates. Here are some more examples:
1. ICICI is offering 1.25% (12 months), 1.30% (18 months), and 1.40% (24 months) on U.S. dollar fixed deposits in any amount starting from their minimum (US$5,000).
2. Indian Bank offers 1.25% (12 months) and 1.75% (24 months). Minimum is US$1,000.
3. UCO Bank is offering 1.375% (12 months) from their minimum placement (not sure), or 1.50% on placements of US$100,000 and above.
