using fsmone for us stocks

trying out us stocks with fsmone.
there's a estimated fee of $9 usd.

is this fee going to be charged regardless of whether the order is fulfilled? :(

can you imagine everybody go put some ridiculous about to try to buy but never trigger, then fsm1 earn till no tomorrow
