Using Key note with icloud: now blocked by Apple?

When I first got pages and key note (pages and numbers also) apple encouraged users to save their work in icloud. Now, with it seems we can no longer do that unless we by icloud drive. Is this correct or am I missing something?

iCloud Drive is free for the first 5 gigs and you should migrate to it as more apps are starting to leverage on it

Hi PetPet.
Yes, I understand I have 5GB free...but it seems to me that I can't use this free space to sync/backup my keynote/pages. I used to be able to do this. But I think Apple has taken this feature away. I could be wrong. I hope I'm wrong. But every time I try to save to icloud it push me to set up icloud drive.

Let me know if I'm not doing something right!
