Using SSD and HDD together

I am planning to get the 2TB Samsung m.2 SSD but I also have Steam.

Should I install Steam on my HDD? But doesn't that mean that my games will boot from HDD instead of SSD?

Is there a big difference in performance?

I play games like MMOs, Ark, Rust, Civ 6

You can install steam on HDD but install your steam games in SSD.

Im using SSD and HDD, overall perfomance is small.

There is no difference in performance whether you are using SSD or a mechanical drive. You should only expect an improvement in loading time.

If SSD is able to improve FPS, all the consoles will be rocking one instead of trying so hard to improve on the hardware.

Game by game basis on the loading times.

Some games benefit a lot on ssd, some cannot tell difference. Can normally do a quick search before installing. Also gauge the size of the game, nature (multiplayer competitive benefits for fast load) before installing.
