I suggest you to change your RAM to normal Value Ram to save some cash no need G.Skill "preformance ram", change your graphics card to GTX1050 for better value. GT1030 is not that value for money (even for light gaming)

What games are you planning to play on this system? What is your monitor resolution? I put in a GTX 1050 for the suggested build below which is enough for light gaming. If you are playing more demanding titles and at high resolution and details, then you will require a better video card.

I switched the SSD to the Samsung 850 Evo as the differences between this and the 960 Evo are not very noticeable especially on a budget system. And I have also added a mechanical hard disk to give you more space for storing movies, photos and games.

Looks very nice and compact.... I may consider such a system for the future. Right now, I need an ATX formfactor and casing because of some old hard disks and info that I need to use on those.

I'll go with the EVO 860 as you suggest.
Removing the HDD as I already have a 1TB HDD that I will use for storage.
Reusing existing monitor: Dell 1920 x 1080 24inch.
Reusing existing keyboard & mouse.

Ram prices only became high because of some ram factories got involved in a accident (think is fire) , not sure how long will it takes to recovery. Used to be able to buy 8gb ddr3 ram at $45, now it cost $90.
GPU prices seems quite okay to me, other than RX series, Gtx series seems pretty normal compared to last few years

depends on which parts u getting as certain parts are definitely still on the high side, but ram is the same issues for all side (GPU, RAM(itself) and not sure if NAND storage as well.) due to the shortage of ram productions.

Update on my rig

So I bought all the parts and self-assembled. Was quite easy in fact. Watched some youtube videos and had everything up and running in about 3 hours. I would recommend the following videos which helped me a lot:
