No need so troubleshoot. Just change your chassis to one that comes with a mesh front panel with alot of preinstalled case fans. Or leave your side panel off when gaming.
Or just live with it. 83 degree temp isn't gonna kill the card. It will just thermal throttle itself if it gets too hot anyway to reduce the gpu temp.
Next time if you are so concern with the temp get a better chassis with mesh front panel and lots of open holes around. And not something that just looks good but doesn't comes with barely any case fans and the whole chassis totally close off with no cool air that can go inside the case. I look at the chassis it looks like it is totally seal off. Totally no mesh or any holes for fresh air to go inside.
This kind of chassis good enough for low end office pc or low end gaming parts or with low tdp cpus that doesn't get hot is ok.
But for mid-high end gaming rig really not recommended to use this. End up not happy with temp will spend even more money buy more case fans what not. Might as well buy a better chassis to begin with.
You get more case fan also might not really help because your chassis totally close off no fresh intake air can go in how the case fan gonna draw cool air inside the chassis? Best is to change your chassis don't waste money on adding more case fans.
