Visa required for transit in China?

Got this info online but it does not specify if visa is required if I were to transit at airports in China (pre-covid definitely does not need, not sure about now)

Notice on Further Adjustments to Visas and Entry Policies for Foreigners to China​

2023-03-14 11:29​

In order to further facilitate the exchange of Chinese and foreigners, the following adjustments to visas and entry policies for foreigners to China will be effective from 0:00 on March 15, 2023, Beijing time:
1. The entry function of visas issued before March 28, 2020 and within the effective period will be resumed.
2. The Chinese Embassy in Singapore will resume the review and issue of all types of visas for foreigners to China, including visas for tourist and medical affairs. Please refer to the relevant instructions for details.
3. Port visa authorities will resume the review and issue of all kinds of port visas for legal reasons.
4. Visa-free entry to Hainan province, visa-free entry for cruises to Shanghai, visa-free entry to Guangdong province for foreigners from Hong Kong and Macao and visa-free entry to Guilin, Guangxi for ASEAN tourist groups will be resumed.​

Locations and duration of visa-free transit in China:

• 144-hour (including 72- and 24-hour) visa-free transit is available in the below regions:
  • Beijing, Tianjin, and Hebei
  • Shanghai, Jiangsu, and Zhejiang
  • Guangdong
  • Shandong
  • Liaoning
  • Chengdu
  • Kunming
  • Xi’an
  • Chongqing
  • Xiamen
  • Wuhan
• 72-hour visa-free transit is available in the below regions:
  • Harbin
  • Guilin
  • Changsha
• 24-hour visa-free transit is available in all of China’s international airports except:
  • Fuzhou Changle Airport
  • Huangshan Tunxi Airport
  • Mudanjiang Hailang Airport
  • Yanji Chaoyangchuan Airport

In and out have to be the same point. You need an outward ticket to a 3rd country. You cannot do a Singapore to China back to Singapore. You will need a China to a 3rd country onwards ticket (flight, boat, bus, train, etc).

When asked about other areas Singapore wants to work on with China, Mr Lee said the two sides are trying to restore civil aviation services to what they were pre-pandemic.

"They're not quite there yet, they are at only 40 per cent of pre-COVID levels, and in the process of getting there, and we are talking to the Chinese to encourage them to move faster so that we will be able to get more people to flow.

"I think part of the flow has not resumed because the Chinese have not fully lifted the visa requirements on tourists to the mainland," Mr Lee told reporters.

He added that when he raised the issue with China's Premier Li Qiang, he replied that he would "look at it".

PM Lee has also taken the opportunity while in Beijing to nudge Chinese officials to move faster to restore flights so that “we will be able to get more people to flow”.

Air connectivity is still half of what it used to be before the pandemic, and China has not reinstated visa-free travel for tourists except for the province of Hainan.

“I mentioned this with the Premier, the Premier says he will look at it. I think the Chinese people will want to travel too, and we’re looking forward to seeing them at Marina Bay and the Merlion is looking forward to taking pictures with them.”
