Visa to Taiwan Qns

Hi, i would like to check

lets say i got 2 relatives from China intending to go with us on a taiwan tour... so they need visa right, ok the qns is if they apply their visa in china already and gt approval but they will be departing with us from singapore to taiwan not from china to taiwan, will there be a problem with the visa?

I went to one famous tour agency, the agent say visa will have problem wor...
