it greatly depends on your usage.. I will skip both 4060 or 5060 as they are of 8GB VRAM.

Considering the factor of which type of monitor :-
For gaming at 1440p, light workload or leisure, which require abit of Cuda, better option will be 5070 12GB or 5070 Ti 16GB.

If budget constrain and just for gaming, RX 7800XT or RX 7900 GRE which are good for 1440p rasterization performance per dollar. In addition both are of 16GB VRAM

Try to get GPU with at least 16G VRAM, which gives you longevity against the limitations in 1440p gaming.

I see. it's all up to you. do some research. I've given you my suggestion. Just feel that ya prices now is crazy but at least getting something which can last sometime and of better value.

$600 ++ can get
Msi GeForce RTX5060 8Gb Shadow 2X OC Twin Fan GDDR7 $659
or
Gigabyte Amd Radeon RX9060XT Gaming OC 8Gb Triple Fan GDDR6 $589

not much choice

based on dynacore price list

I feel the lower end gpus no longer worth getting at all after current price hikes
I bought for my dotter 9060xt 16gb at $470 in jun only

the 9070 on dynacore list $989 is a must get if its still available

1) What is current spec?
CPU, motherboard
2) What game are you playing.
Even RTX 4060 is so so but even second hand the price quite high around $300 - $400.
