Some LED Monitors actually have Flicker due to PWM (Pulse Width Modulation)

I am using Philips 227E4QHA E-Line 21.5 and I notice flickering on the monitor with my iPhone camera.

What are the best 21.5" IPS Wide viewing angle LED monitors that are flicker
free (do not use Pulse Width Modulation)?
