As I will be travelling to tokyo and hakone during my dec trip with two young kids...just want to know whether the hotel provides heater instead of aircon as the temp. will be cold by then.

It is already cold now, will be even colder in December.

The temperature range from lowest of 1-2 degree to the warmest of 13-15 degree in December.

Tokyo is near sea so when wind starts to blow, it is very cold, colder when drizzling.

Yes, hotel should have heater or central heating system.

Japanese hotels routinely overheat their rooms... I am not sure if they still do that now as they are getting into the going green thing.

the legislation is such that they will maintain a certain ambient temperature indoors or they will have to pay really high utilities tariffs for consuming too much power.

heating needs power and Japan used to generate loads of power from nuclear means. There was a leak (the media called it a disaster, no one died from the immediate meltdown though) and people are "cautious" about nuclear power

Any idea if we need thermal wear for tokyo?

When?

If around now... I'm alternating between autumn and winter wear. Typically I wear a set of inner wear, normal clothes and a jacket. There were a couple of days this month during which we had windy and rainy conditions so I wore my winter jacket on those days.

depend in your tolerance to cold
in the high winTer Tokyo around single digits I don't long John I only on normal llong. long sleeves & jeans & my Northface. down

even in Sapporo minus 1 I still on this setup

UNLESS. it even lower deg then I go inner wear.

if u know u weak. on cold then better equipped proper

I hve frens touring Kansai/Tokyo region this week or so and they all recommended me to bring my down jacket since I am going Japan next week onward!

As for autumn foliage, I believe we still can see them next week! Or so they say!
