Webcam Keep blinking

I am using Windows 10, I login into laptop sometime using face detection.
On my laptop webcam indicator light is on or it's acting abnormally (I see a blinking LED) even though I haven't turned the webcam on or using any application which uses Webcam.

How do I find what is causing the Webcam LED to Blink?

Worried someone is recording without my knowledge.

I make a small box with black tape and cover over the camera

Do a Search on the Windows Task Bar for Camera Privacy Settings
The information there might be helpful.

I am disappointed with Microsoft. I turned all privacy setting to off, still I am able to login using face recoganization and camera suddenly blinking without my authorization. I really don't know how to find which application is using webcam. See attached image for my settings

that may indicate your webcam is on, i suggest you to cover your webcam with tape
