This sounds legit.
Since we are on perl, I am using ActiveState perl version 5.20 PPM which is rather dated. Possible to manually install newer package without using PPM? I am on Windows 10.

Have you tried

cpan
or
perl -MCPAN -e shell

It works fine on unices, not sure how it will work on a Windows system though.

I tried cpan but activestate perl PPM took over and it failed on LWP error. It's OK and it's not worth wasting our brain bandwith. I will go to Strawberry instead.

Simply I will ask you go Linux. In your case, have you consider WSL?

When MS Excel cannot do it, perl can do all the heavy lifting.
