weird boot-up happening

Yesterday, when I tried to boot-up my PC, I noticed that there was power for a few seconds (the fans were spinning, power LED was lit). Then there was no power (fans stopped spinning, power LED not lit). Then it powered up again.

Then this appeared on the screen

It worked fine after I pressed F1 yesterday, but just now it happened again and I'm worried that there may be something wrong with my PC. Can someone explain what's going on, please? :(

Does the time and date setting lost every time when you power on? Suspect the battery need to replace.
