Yes AMD Ryzen is most value.
Since it's WFH, i assume you don't need a crazy powerful setup.
Can consider getting Ryzen 3400G w/ MSI B450 Tomahawk MAX, Tradepac pricelist put $375. (it's an APU, so save money on GPU)
Casing wise, can get Tecware casing. Below $100 normally. Comes preinstalled with intake fans and exhaust fan.
PSU - CORSAIR CX550M 550W $97
RAM just get ADATA XPG SPECTRIX 16GB - $117 on Tradepac pricelist.
Hard drive - Toshiba 1TB 3.5" $48

A basic 3200g ryzen setup will do.

AMD Ryzen 3 3200G Quad-Core 3.6 GHz - $140

FSP Hyper K 500W Power Supply 5-Years Local Warranty - $57

Any cheap ddr4 8gb ram you can find from reputable brand from corsair, kingston, adata, crucial will do. 1x8gb or 2x4gb setup will be fine since it is only use for office work and no gaming. No need to care about running in dual channel setup or getting fast speed ram. Just get any reputable branded 8gb ddr4 ram will do. $50 - $100

MSI A320M PRO-VH - $98

Any tecware chassis or cheap generic chassis @ $50-$60 that supports micro atx mobo or atx mobo will do. Something like the Tecware Nova M3.

Logitech G102 mouse - $20

Tecware Phantom TKL RGB - $55

Dell monitor 23 inch - $150 Lazada OOS everywhere so good luck trying to buy one. Can try your luck at SLS. As everyone is buying it to WFH.

Total damage - $670++-- Depends on where you buy or if you got discount voucher to combo.

Or just go to sls and look for similar builds like these from tradepac sls or pc themes buy everything there and bring home. Lazada as I can see alot of monitor is OOS due to high WFH order.

Or you can buy those cheap old second hand intel i5 i3 office system from carousell for around $50 - $100 for whole system. Good enough for office work.

Go buy 2nd hand computer parts from Carousell or a buy 2nd hand or refurbished laptop from Qoo10 or Carousell

Or see frens or relatives got computer parts or old laptops that they don't want or keep in storeroom or not

So for the APU, the output display will still be via the mobo hdmi/DP port but processing will be via APU ?
