What constitute windchill?

I read here that its not just the temp but also windchill that makes you cold. When i check the japan yahoo weather forecast below, it does give wind speed of 1,2 usually, sometimes 3, but what speed is considered windchill?

'Windchill' simply means the stronger the wind, the colder you feel. So at a 0deg temp, a low breeze might 'feel like -2deg, a moderate wind might feel like -5deg, and strong wind might feel like -10deg (for example).
