What determines Action Camera Video Quaity?

Is it the size of the image sensor, the image sensor type or the processor?

There are so many sony sensors that has the same sensor size, but they provide different quality.

The last action cam i use is Xiaoyi 4k+ which is excellent in its quality, it uses Sony IMX377, 1/2.3" sensor.

However what I understand is that Gopro aside from Hero 9, all uses inferior image sensors.

Can anyone shed some light for

If i am not wrong, doesnt mean the number is bigger means its better.

Yeap of cos, what I meant is that is there any background to these sensors, if IMX377 better than IMX317? eg

Would be easier to just compare actual video quality from reviews of products of these sensors.
Sony publishes the sensor specs on their website if you really want look deep into it.

No difference from conventional camera sensors,
big size = capture more light, higher iso, better low light blah blah blah

Sensor, lens and software.
The software can be in a form of a dedicated chip that processes the image.
