Usually the term RMA buffer stock means the disti themselves reserve a certain number number of stock in case of RMA exchange for buyers.

For example shipment of 100 pieces of gtx1060 comes in, maybe 95 sent out to retailers. Remaining 5 pieces kept as RMA buffer stock, so in the event of RMA claims, there will be ready stock to do 1-1 exchange. No buffer stock = no 1-1 exchange.

For new products definitely disti try to give new piece if possible, but like what undead102 mentioned, if product 1-2 years old already not in market liao, how to give new piece.

RMA buffer stock will consist brand new and repair.

Sometimes factory provide brand new for distro to swap for customer. But since they are not for sale so no sales packaging provided.

Best u ask if they are new or repair stock
