I think AMD is just doing their own things and hopefully Intel take the hit. Looking back, it is quite obvious Intel is very complacent during 2015-2017. 2017, Spectre and Meltdown reported, they try to wiggle out by 'bribes' and lawsuit when it blow up in 2018. You got to give it to Intel for hardballing the market for the past 2 years in midst of all these nonsense. Their business process to run per normal even when the company is fos is impressive. It takes something to tell brands like Dell that they have cpu shortage and will not give them anything for three months, and these brands accept. 
For many years, AMD is just being resource lean... The console market keep them floating for the past decade. Amd business deal with Microsoft is gold.
