they have below terms for that wherein we wouldn't really know if they'll count you in or not.
you've to ask them why they keep billing you 9.90. maybe you're the 10,001st customer?

*$7.90 Plan is valid for the first 10,000 customers who port in successfully within 7 days from activation. You will be charged $9.90 for the 1st cycle, $5.90 for the 2nd cycle, $7.90 for 3rd to 12th cycle and $9.90 for the 13th cycle onwards. “Cycle” refers to 30 days.

So in one year, the actual cost is 7.90 per month for a year.
However if you happen to stick to this plan for whatever reason, 13th month onwards will bill 9.90 per month.
So effectively, for two years, you're actually paying 8.90 per month.
