Used to be e-cigarette is the category of item and last time before vape got popular, got some e-cigarette is just a placebo device that gives off some scent and light. Mostly used in movies as prop. Over time e-cigarette become synonymous with vape due to the huge popularity so now e-cigarette seems to mean vape and vice versa.

But on a technical basis, all vapes are e-cigarettes but not all e-cigarettes are vapes.
