those are power saving features
which you unlikely not use
unless you use hibernate or sleep mode often
unless you don't turn off your main power switch every time

x470 BIOS for APM was disabled by default too, and you have 2 additional settings not in my BIOS the "Energy Star Ready" & "CEC Ready" (y)

I believe nowadays windows 10 have very good power option to control the power profile and it is not necessary for this setting in BIOS to enabled.

The problem with my bios if all Disabled, when I turn on the switch on my PSU my PC will power on which I dont want.

So I have to try out the settings so only the PC power button can power on the pc not the PSU switch.

icic, so far my PC will not auto on when PSU was switched on.

perhaps you can try the "search" function in your BIOS and check if your setting "Restore on AC Power Loss" setting as my screenshot below it was "power off"

others setup below related in the Power setup in BIOS for your refererence not sure if it help.

if this not work you can try to open up your case and double check the motherboard power pin is it correctly inserted to the motherboard?

Although this is unlikely to happen by those who configure your PC, but no harm to try if you are comfortable to reinsert it yourself.

Meaning if you turn on the pc like psu or power point, it will turn on?
Could be faulty power button or it is stuck.
Try unplug the power button and try again.
