Off the top of my head, StandChart (SuperSalary account, your salary needs to be credited into the account) and Citibank (account balance + investment products + outstanding amounts on loans & credit cards > $2k).

No, it has changed. Crediting your salary into the account will not give you waiver of fees.

You do not need min 2k balance. You need a total relationship balance (deposit + investment + outstanding loan/credit card) of 2k.

The CIMB StarSaver account fits your requirement of free chequebook. I think it is the best bank account in Singapore so far. If anyone here knows better, please share it with the rest of us. Thank you.

The link below is a review on this bank account.

I'll say it's the best account where interest is concerned but it is very much lacking in other areas, such as branch & ATM availability, internet banking functionality, NETS functionality with the ATM card.

If you do have a StarSaver account, I would suggest that at a minimum, one should also have another bank account to cover for these deficiencies.

Just read up on scb xtrasaver and it seems that only first cheque book is free, subsequent cheque books will be chargeable...

Yes, so actually I won't consider that a "free cheque book" account. Most banks offer to give the first book free if you open a new checking account with them.

Some accounts where all cheque books are free (caveats in brackets):
- SCB Cheque and Save Account (minimum $5k, monthly service fee $2)
- SCB SuperSalary (must credit salary into account, no interest? not clear)
- Citibank accounts (minimum initial deposit and balance $2k, interest rate relatively low)
- CIMB StarSaver Account (minimum initial deposit $5k, lack of branches and ATMs)
- RHB Trio Account (lack of branches and ATMs, may have other conditions)

For CMIB Starsaver, saw this remarks in their website: *Daily interest will be paid on the entire daily balance, provided that the balance is at least S$5,000 on any given day.

So does that mean that if the balance falls below $5K, totally no interest at all?

SCB SuperSalary does give interest, a paltry 0.1% pa.

However, I like this account. It's my favorite SCB account (the rest are just not really attractive). Just credit my salary into it for free cheque book (which is becoming less useful, to be honest).

SCB accounts are also good since their ATM cards are NETS capable, and their online banking is second to none in functionality.

I think most if not all ATM card is nets capable in Singapore. Other factor is how many ATM they have. To me, SCB is last to consider.

No, only DBS/POSB, OCBC, UOB and SCB ATM cards are NETS capable. ATM cards from other banks (including Citibank, HSBC, Maybank, CIMB, ANZ, BOC & other assorted foreign banks) which offer full banking services in Singapore, are not usable for NETs.

SCB cards can access the ATM5 network, which includes Citibank & HSBC. It's certainly not quite an extensive as the local banks' network, but it's reasonable. If ATM access is an issue, pair the SCB account with one from DBS/POSB, OCBC or UOB.
