Hi all, asking this for my friend.

for a budget of $300 (+- a little) what is the best GPU that he can get.

Would Powercolor 7870 2gb myst ~ $292 be okay? Or would R9 270x be a better choice? Or maybe green camp cards?

Can consider getting 7950 from amazon. My friend just bought a HIS 7950 IceQ at USD 215 two weeks ago.

Not a good time to buy a green camp card atm with the price really way off.

Powercolor R9 270x will be the best bet. $318. Have seen some benchmarks that it is quite near a 7950 performance.

The FSP Hexa 500W only has 408W on the +12V. Comparatively, higher end PSUs in the 500W range have more wattage on the +12V. For example, a S/M12II 520W has 480W on the +12V rail. High quality PSUs have a very high percentage of their wattage available on the +12V rail(s). (Note that the converse is not necessarily true).

Given the TDP of the R2 270X being 180W (making some assumptions on the power consumption of the rest of the system), the FSP Hexa 500W does not have much headroom, especially if there is overclocking or poor ventilation due to temperature derating).
